Mell was born in Oxford, AL, where his father was Professor of Mathematics at Oxford College. As a child he moved with his family to Jersey, GA, then Commerce, GA. While the family was in Commerce, Mell at age 16 worked as a clerk in Barrett Brothers retail store in Jersey and boarded with his great uncle George Brown. In 1912 he began his career as Public Accountant. He was still in Commerce during World War I, when he served as Executive Secretary of the Office of Fuel Administration under Governor Hardeman. Mell was in business in Atlanta, GA, by 1921 and working for Audit Company of the South there by 1925. By 1932 Mell moved to Athens, GA and was that year a candidate for Georgia's Comptroller-General Office. He remained in Athens the rest of his life. Late in life Mell had a strong interest in mission efforts to gain Jewish converts to Christianity.
